Ok so here we go:
Step 1: Go to cloud.oracle.com and click on Sign In, give your tenancy name click on Next now sign in using your credentials as shown below:

Step: 2 Now click on my profile section at extreme right corner and select Service User Console as shown below or you can also go to the below link to open My Services Dashboard directly
Now select Applications Dashboard (where you can manage all your applications):
Now to create a new analytics service (OAC) click on Create Instance as shown below:
Now click on Create (Analytics):
Click on Create Instance:
Now you will need to enter the details in all the mandatory fields as shown below :
Instance Name: Give your OAC Instance name (without any special character)
Notification Email - where you will get the status update once your OAC is up and running along with the credentials to log in to the instance
Region: select your preferred region where you want to host your OAC service if not aware then select no preference.
Edition: Select the edition which you want to use.
Feature Set: This is based on your edition you selected in the previous field, below is the list of feature set from you can select as per your need:
Professional Edition: Data Visualization
Essbase Edition: Essbase or Data Visualization
Enterprise Edition: Business Intelligence (includes DV) or Data Visualization
Note: As per the recent announcement Essbase will no longer be part of OAC product, it will be available on the marketplace as a separate product from oracle.
Numer of OCPU's: select the number of OCPUs for your OAC instance.
you can refer the below link to determine the number of OCPU you should provision based on different parameters:
Now click on Next
Verify all the details and click on Finish
It will take a maximum of 15 to 20 mins to create/provision the service, you will receive an email from oracle once your OAC service is created or manually also you can check the status from the dashboard as shown below:
Now to open the OAC DV URL refer the below screenshot:
To open the classic BI (OBIEE), just replace /DV/UI with /analytics or click on the hamburger icon and select Open Classic Home as shown below:
